The import problem is a bug in 7.03. Check the list archives.
You can use the Labels menu (Set Upload Flags) to set the upload flag
for a group of QSOs.

I upload all of my QSOs to Logbook of the World (LoTW). When a new QSO

to accomplish what I am trying to do...
