My card was submitted to the DXCC desk and then bounced for the lack of docs. NC1L says I still have to resubmit the card itself a second time (either directly or through a checker). There used to be a procedure where ARRL HQ would remember disallowed cards you had submitted so if they were to be allowed in the future you didn't have to resubmit the card. Anyone know why that won't work in this case? I'm not complaining, just curious.
