Thanks to AD1C for a quick reply. Compiled help file was right where it should be, but for some unknown reason my installation couldn't find it using either the F1 key or the Help menu. Today, after a system shutdown and reboot my PC stopped punishing me and did what I expected it to do all along. DX4WIN now performs marvelously with my new country file showing the Republic of South Sudan. Hallelujah.
