John, Yes I have the FT950 working with DX4WIN. Here is my setup. Defaults are checked, address 00 and baud 4800. I have poll rate set for 2000; RTS and DTR unchecked. On the radio CAT BPS 4800, CAT TOT 3000, CAT RTS off. I am using a standard USB to COM adapter on comm port 5 with a simple gender changer to plug into the rig.
Once you get that working you will need the RIG file that I modified. The one that comes with DX4WIN has some timing problems that may cause some computers to hang the program at times.
