FYI, This error happens when a users directory on a Windows system contains non-ASCII characters, such as accented characters, etc. Or a translated version of "Users" that's not plain text.
There's an update available from the Sourceforge page, 1.14.2, that corrects this defect. See https://sourceforge.net/projects/trustedqsl/files/ for the download.
