This isn't a DX4WIN problem, it's a configuration issue with TQSL.
ARRL's configuration for the 60m band is 5.250 MHz to 5.405 MHz. 5.439 is
higher than that upper limit.

However, 5.439 MHz seems to be only allocated as a 60m "channel" in Spain.
Since 5.439 MHz isn't permitted in the Czech Republic, I can only assume
that your QSO took place from Spain. :)

Looking at the jumble of allocations for 60m (
http://en.wikipedia.org/wiki/60-meter_band) it appears that Somalia has the
widest allocation, from 5060 KHz to 5450 KHz.

I'll poke ARRL HQ to reconsider the band limits.
