Is Dx4win in the exceptions in your Windows firewall? It should be to connect with the whole world...

Is there something to edit or delete in the  .tcp file ?
(even if I left only one line in the file, the problem remains).

PS.  If that can help, I use a permanent Internet connection via a router and 
fiber optic connection, and I have activated the Windows firewall (and I also 
use Kaspersky anti-virus).
