I added information about the new version numbers to the note, but
apparently it was over-written (by my software) just before I sent it.

The "whole number" part of the version number is the last two digits
of the calendar year.  The "decimal" part is the # of the release
within that year.  It just so happens that this would have been
release #154 under the old numbering scheme.  After 16.9 comes 16.10.
That doesn't work math-wise, sorry.
