A little digging shows that this is hosted by qth.com. It might be possible to have a single website (dx4win.com) not redirected to https, but A) That's a terrible idea, and B) Sooner or later this is going to become a problem for almost every website, as https is becoming standard for everyone.
The only short-term workaround that I can think of would be to host the actual files on a different website without https and work up a manual process to download and install. Either the March 12th website certificate update caused this, or whomever is running the dx4win.com website enabled automatic redirection from http to https. To support Windows XP, that redirect will need to be turned off.
