Thank you so much! That's exactly what it was, no country.dat file in the \save 
folder. Copied one over from \backup and I'm good to go.  And if it happens 
again, I now know what to do.

Close the program and check that the file save\country.dat is present. I have 
seen multiple reports of this file disappearing. I speculate that this is due 
to an overzealous virus checker. You likely have a backup copy in the backup 
sub-directory. 
Also check if you use a secondary backup that is on a network drive or USB 
stick. These connections often go away and come back again.
