ADIF says this: "COMMENT: comment field for QSO recommended use: information of interest to the contacted station's operator <https://www.adif.org/312/ADIF_312.htm#QSO_Field_CALL>"
That doesn't say anything about whether this is a per-QSO or a per-QTH flag. Consequently, exporting this flag as a COMMENT and assuming that it's going to be treated one way or the other isn't a valid assumption. DXKeeper happens to get it right for this specific usage; it would be wrong for others. There's no way to express "This contact is a duplicate" in ADIF. Duplicate QSOs are a contest issue, and don't matter for most logging programs. If a contest program wants to export their "duplicate QSO" flag, they can't redefine the COMMENT field to meet their requirements.
