The version of DX4WIN is very important here. It seems are you using DX4WIN 8.05. The POTA program changed all their reference numbers a year ago (maybe more). For Bosnia, POTA used to use T9- but now are using BA- DX4WIN 8.x uses the old (original) numbers because there is no way in the program to translate them to the new numbers.
