I have been running two monitors and two video cards for some time on Win 98. I have DXBase opened across both screens. You can gives more room to the individual windows you are interested in. Works great!
BTW - Win 98 allows up to 9 monitors arranged in a 3x3 array. Win XP has several interesting features that have to do with multi-monitors.
