This has come up before and it was explorered.  The issue is that the ADIF
standards do not specify the format of the frequency field in sufficient
detail for us to always know what the particular .adi file contains.  Some
programs export six decimals, some only 3, others 2, etc... as a result, we
found it most reliable to make some assumptions based on what we actually
get.  The result is that the ten hz resolution can be lost.  On the positive
side, our logic has worked for everything that has been tried.  It seems to
cause no harm at all and perhaps as ADIF standards are revised, some
additional rules can be added so that the frequency format is always done
the same way.
