Ron, When entering old Qs, you should enter the date before entering the call and pressing tab. The prefix lookups are date sensitive and if the date field is blank then the assumption is that it is a current callsign and gets mapped to current prefix.
To best of our knowledge, all past and present country prefixes as recognized by the ARRL are contained in the DXbase primary prefix table. Before adding any, I would look over what is there already very carefully. To add one, just refer to the internal database section of the help file for adding a primary prefix.
