Do a search/replace on the ADIF column called "QTH", replace with
"ARRL_SECT", that will put the state in the "STATE" field in DXB.

Has anyone reported this issue to the makers of contest programs yet?
We
see this issue nearly every contest season.  They really should consider
putting US State info in the proper ADIF field.  Meanwhile, the work
around
that was mentioned should give you the adjustment to the .adi file that
you
need in order for the standard ADIF import to recognize the State and
put it
into the proper DXbase field.
