In fact there may not be any flaw after all.  This all began with a QSL from 
8P5A that showed up on a "Card only" list, then disappeared on the "Both" 
list.  But I discovered that the contact was one that I indeed had a card 
for, but ARRL had credited another Q from 8P5A on that band which was a LoTW 
QSL!  I showed both 10m contacts as "confirmed", but of course when I did 
the "Both" list, 8P5A disappeared because it was then already a "credited" 
QSO.  Except for the different interpretations of "Both" that Joe uncovered, 
I think DXbase is indeed picking up Q's in a repeatable way.  However, I 
still consider "Both" like an AND-gate, not an OR-gate :-)
