Try using the native telnet application on the same PC.  Go to the command
prompt - on XP enter 'cmd' in the RUN window.... Then at the prompt enter
'telnet your_Cluster:port'  less the quotes.  

Since Dxbase uses the Windows telnet client, this will tell you where the
issue is.
