The IRC's I have clearly state ..."This coupon is exchangeable in any country /// the minimum postage /// sent by air to a foriegn country"... The key word is AIR. And these are not the new types, they are marked CN 01 and C 22.
I feel the underlying reason is that some Postal Services found out they are not making as much money on IRC's as they do with the colored pieces of paper they print by the ton, so they have decided to ignore the UPU. What will the UPU do ?
