The IRC's I have clearly state ..."This coupon is exchangeable in any
country /// the minimum
postage /// sent by air to a foriegn country"... The key word is AIR.
And these are not the new types, they are marked CN 01 and C 22.

I feel the underlying reason is that some Postal Services found out they are
not making
as much money on IRC's as they do with the colored pieces of paper they
print by the ton,
so they have decided to ignore the UPU.

What will the UPU do ? Invade ???

Up to recently, IRC's were the better choice in qsling.
Green Stamps were prone to disintegrating/evaporating in the postal system.

But recently due to various Postal Systems saying they don't need to comply
with all the
Postal union rules.
(Or in some cases, outlying post offices may have never even seen the rules)
Has resulted in GS's being a bit more economical.
