Not quite correct Jack.  There are no counties in Alaska.  The Alaska 
Statehood Act specifically prohibited the creation of counties in Alaska. 
This is because of lobbying pressure by mining, fishing and logging 
interests at the time who did not want the feds to allow counties, which 
would have taxing capabilities.  In response, SOME areas of the state have 
incorporated into boroughs rather than counties.  However, not all areas of 
the state have incorporated into boroughs because they too have taxing 
capability.  Bush Alaska, where native Alaskans live a subsistence lifestyle 
and are typically cash poor,  doesn't want a local government that can levy 
taxes on them either.

problem, as vast areas of the state have no 'county'.  That is why there are 
geographic regions instead.  These regions correspond to the four Districts 
of the Alaska State Judicial System, which do cover all areas of the state, 
even out to the far reaches of the Aleutians.  The state legislature has 
tried on numerous occasions to mandate formation of boroughs throughout the 
state, but they haven't been successful yet - and probably never will!
