Well, the red key in front of your W4UM.mdb file is correct because the file
in reality is A Microsoft Access file that is used by DXB.
Have you tried going to your C:\Program Files\Scientific
Solutions\DXbase2007\ folder and Then clicking directly on the DXB2007.exe
file directly and see if it runs? Maybe your icon setup is bad.
In fact I just right clicked on my DXBase 2007 listing in my Start menu and
then clicked Properties and when I tried to close it by clicking OK I
received the same error message as you so I click Cancel to close the Window
and the listing in the start menu works just fine. Have you rebooted your
computer to see if that helps?
Sometimes DXBase will not close down properly and will actually still be
running and you must bring up "Task Manager" and shut it down from there OR
reboot the computer.
I can't see how renewing your LoTW certificate could have possible did
anything to cause DXBase to stop running Because the two programs are not
connected in any way.

I have been using DXBase since 1993 and now have a problem with 2007 after I
renewed my LoTW certificate for W4UM.  When I double-clicked on it, the red
circle changed to gold.  However, now I can't open DXBase.  I get the error
The folder 'C:\Program Files\Scientific Solutions\DXbase2007\PROGRAM'
specifies in the Start In box is not valid.  Also when I go to DXbase 2007
file, my w4um.mdb file (82.2MB) has a red key in front of the file which is
listed a Microsoft Access Application.  In fact all of my prior calls with
.mdb file have the same red key.  I can't get into my .mdb files.  Has
anyone had such a problem?  More importantly, does anyone know how to fix
it?  Any help and suggestions would be greatly appreciated.
