Not sure I fully understand, but try putting your mouse cursor inside the 
white box you mention and right click... make sure the allow docking is 
checked.  You should now be able to drag the window to the top, bottom, 
left, or right side of your screen so that it docks in place.  Personally, 
you will probably want it docked to the top of your screen below the 
toolbars.
