You can OPEN up the config.xml file using Wordpad or Notepad and look at the
VERY TOP LINE of that file -- if it doesn't say:

<tqslconfig majorversion="1" minorversion="19">

then you do not have the newest version ...

BEST BET -- if in doubt -- just simply download the most current version .... 
then
you KNOW you are uptodate..
