How the heck do you remember what problem I had back in 2008?  I can't even 
remember what happened last week!

Deleting the cutil.mdb file did the trick.  I am still running Vista, but have 
DXB2007 installed at the root level, not in Program Files so there is no 
Virtual Store problem.  Thanks again for bailing me out of yet another 
conundrum.
