Yes, that's the fix!  I never realized that the Band Mapping plan had power 
settings.  It has fixed my 100W problem and, as a bonus, now allows me to set 
different power levels for different modes.  Way cool!  Only took me 12 or more 
years to figure this one out!

  Go to band plan mapping, and in the Power field, set the power to 1000 for 
  each band you want. It should then work ok.

  Options/Log Defaults I have the default TX power set to 1000. Yet whenever 
  I make a contact the PWR field shows 100. I've tried several resets of this
