YES!!! That is the only problem on your 8.1/64bit computer!!! Neal - here is 
one more confirmed SMALL SIZED winhlp32.exe.

winhelp32.exe file (dated 10/28/2014) for my new Win8.1/64 machine is 10 KB.

Macros were enabled manually per the MS web site.

The one downloaded early last year (dated 8/4/2009) for the Win7/64 is 290 KB.

Help files open fine with the Win7/64 but do not open with the Win8.1/64 box.
