Never mind.
Just a few minutes after I sent the note below I found the check box that says
to read the frequency from the radio.
Problem solved.

The power went off for a few hours yesterday. The UPS keep my logging computer
running for a while but not as long as usual. DXbase was not shutdown
correctly. When I powered it back on and ran DXbase the columns were not
correct for many windows and I had to un-hide many. There were many other
issues so I finally uninstalled and reinstall DXbase. Now all the windows are
correct and my log looks okay. The problem I can't fix is that DXbase does not
read the frequency of the radio correctly. The serial port is set to 19200, N81
the same as it was. I have the same Icom 7600 configuration file being used.
DXbase will set the frequency of the radio okay, but when it reads it, it has
47GHz.
I checked the operation of the radio with the N1MM contesting program. That
program reads and writes the frequency correctly.
Does anyone have any ideas on what I can check?
I will be buying a new UPS battery.
