Japan:

The BOJ (Bank of Japan) is starting a new short-term
lending facility, It hopes to quash fears of liquidity 
shortfalls as the financial year-end approaches.

BOJ cuts (again) rates (the equivalent of the Fed Funds 
Rate) to a scant 0.15%. The USD now buys more Yen from
yesterday, from 116 to 117.39.
