Depends... It requires a firewall that not only prevents unauthorized
access to the computer from the outside but also prevents the computers
access to any site not listed. It would be an extreme version of the
'nanny' firewalls which parents use in a futile attempt to keep little
johnny from seeing anything they don't want him to. Instead of restricting
where you can't go, the firewall would restrict where you can go. This is
because the receiving program could be hosted anywhere.

Some corporations employ this type of firewall so that their employees can
use the net, but only for very specific purposes.
