This ensures honesty with the numbers. The only other thing needed is a published list of numbers selected by customers BEFORE the drawing. Otherwise, there's no way to ensure that the payouts are correct. If, however, a lottery had BOTH of these attributes, then there would be no doubt as to its integrity.
