Something like the scenario below does exist
in Russia and other Russian speaking countries
with WebMoney Internet currency.

Individual scratch-off passcards for webmoney accounts
are sold in several online stores and through representatives.
These accounts contain various values up to 100 US dollars.

The system is supported by banks and online merchants
thus it is not competing with them but rather complements
their common services.

Webmoney are used to buy banner impressions,
to pay for remote consulting or web design services,
to lend or borrow money on investments exchange,
and other purposes.

The number of webmoney users in Russia is quite large also,
and as far as I know the people are not afraid to use this system
because webmoney can be converted to or from real US dollars
without any problems.

They can be converted to or from e-gold also,
there are people who are providing direct exchange service,
I have not tried it myself yet --
