I most familiar with Estonian banks and they are quite strong. 6-7
years ago we had about 20 banks, now we have 6 banks. This kind of
development is typical for emerging markets. The remaining 6 are
strong, well funded banks with broad range of services. None of the
banks issue anonymous debit cards, all bank customers are identified.
So you don't have any privacy, but if you want to use *the best*
online banks there is, Estonia is the right place for you.

Now, Latvia. Latvia has more or less the same laws that Estonia and
the goal of mainstream parties is to join EU. In light of this, it is
clear that anonymous debit cards from Latvia will soon become
history. Why? Because it's against the policies of EU and Latvia
doesn't want to be offshore heaven. I'm not even sure that issuing
anonymous cards is legal in Latvia.

Don't know much about Lithuania (third, the southern-most Baltic
country).
