And even that is not 100%. It takes one lazy tech at the telco and
suddenly the whole security goes down the toilet. Especially when it comes
to encrypting the signal between telco and cell phone, more often than
not, this is not done correctly. Even the channel switching is often not
implemented correctly outside Europe and the US.

Trouble is, rather than testing security, in may countries telcos test
funtionality. So rather than making sure that what they have is water
tight they care more about optimum usage of existing facilities - which
often means to sign up as many subsribers as possible and generate revenue
before thinking about customer satisfaction, let alone security issues.

And as you suggested, one crook telco tech could mess up things badly
anyway. That would then be the tech who earns less than $500 a months and
who knows that if he passes the info on, it will be lamost impossible to
show that it was him who did it.
