Some 120 officers from London's 400-strong SO19 armed unit are refusing to carry their guns, saying they want guidance, clarity and reassurance about the rules governing their job. 46 year-old Harry Stanley had been shot dead by police in 1999 after officers mistook a table leg he was carrying for a sawn-off shotgun. An inquest ruled that Stanley was the victim of unlawful killing. The two policemen have been suspended. Bin Laden: Plan is to Bankrupt U.S. 8:27 am PST, 2 November 2004 Al Qaeda founder Osama bin Laden says his ultimate goal is to bankrupt the United States via its war on terror, much in the way the war in Afghanistan devastated the former Soviet Union financially. According to full translation of the entire recent videotape sent by operatives to Arab TV network Al-Jazeera, bin Laden is quoted as saying, "The mujahedeen recently forced Bush to resort to emergency funds to continue the fight in Afghanistan and Iraq, which is evidence of the success of the bleed-until-bankruptcy plan -- with Allah's permission." The station aired portions of bin Laden's most recent statement Oct. 29. The Bush administration announced this week it planned to seek another $70 billion from Congress for the war in Iraq and Afghanistan. Last year lawmakers approved $87 billion in funding for both fronts. Laden's video appearance, his first since September 2003, came four days before the Nov. 2 presidential vote in which Bush's anti-terrorism policies will play a central role, Bloomberg News reports. Also in the latest video, bin Laden boasted about how little the Sept. 11, 2001 attacks in the U.S. cost compared to how much of a financial impact they had on the U.S. and abroad. He said "every dollar of al-Qaeda defeated a million dollars by the permission of Allah, besides the loss of a huge number of jobs." When all of the state-borne costs, lawyer's fees and polling expenses are added, the new total could rise from hundreds of millions of dollars to another $1 billion more. What would $5 billion buy in the real world? According to The Associated Press, it would buy out Donald Trump two times, pay for nearly 2,200 Super Bowl commercials, or educate 30,000 students at Yale, the alma mater for President Bush and John Kerry. The tab for taxpayers is in the hundreds of millions, AP notes. And, says the newswire, the National Association of Secretaries of State estimates the elections will cost an average of $33 million per state. The costliest: California, at roughly $66 million. The least expensive is Wyoming, about $500,000. Chinese Cracking Down On Dope Cheats 12:47 pm PST, 2 November 2004 Chinese authorities will conduct a record 4500 drug tests at the 2008 Beijing Olympics. Details of the increased tests surfaced as Australian Olympic Committee President John Coates inspected a drug testing laboratory in Beijing with swimming gold medallist Grant Hackett and Australian IOC Member Kevan Gosper. The 4,500 tests compares with 3,000 performed at the Sydney Games and 3,500 in Athens this year.
