Hi, Are you sure that the entire procedure is correct ( http://en.wikibooks.org/wiki/Cyberbotics%27_Robot_Curriculum/Getting_started)? Maybe restarting from scratch and upload first the Webots e-puck firmware (webots/transfer/e-puck/firmware/firmware-1.4.2.hex) may help... Have you also tried to upload your program with another program than Webots such as the tiny bootloader ( http://www.etc.ugal.ro/cchiculita/software/picbootloader.htm)?
If the problem still occurs, it's probably because the bootloader memory of the e-puck has been corrupted. And in this case, the only possibility is to flash the memory of the e-puck with the bootloader program (located on the e-puck's svn) thanks to the ICD2.
