Which versions of the drivers (ixgbe, ixgbevf) are you using?

It seems the second VF is not receiving the packets after a reset. Does this 
happen only for dhcp or in general (static IP)? Also if the interface is not 
receiving packets it could be that they are being dropped for some reason - in 
certain cases there may be messages by the PF driver (like spoofed packets) - 
you may want to check dmesg on the host side.
