A draft plan for e4 1.0 is now available here:

This plan is in a rougher draft form than you may have come to expect from
the Eclipse 3.x plans. For example the plan bugzilla entries have not yet
been created. I wanted to give all the e4 developers a chance to read over
the plan items and comment before finishing this off. Please read through
the plan items that you are working on and send any comments or
corrections to this list. Also if you think something should be added or
removed, please let me know. Once everyone working on e4 is happy with the
state of the plan, I will enter all the plan bugzilla entries and
broadcast notice of the plan more widely.
