hum I had this on a project where our database was in UTF-8 / client was in 
fr_FR
the easier was to send an encoding=UTF-8 (yep those were html pages...)
it worked till we had to work for thailand : their field for submission
would not work correctly until we found a solution (which I do not
remember :-( )

nope, it causes new ones ;-) It's already not that easy to obtain translations, 
if the process is too complicated we won't receive any...

isn't there always the solution to force LANG=fr_FR at launching the
script ? (or the appropriate language...)

Maybe we should look on debian-translation (if this ML exist ?)
