Is /etc/eagle-usb/eagle-usb.org a new file ? :-)
You don't need one but two links, one for POTS, the other for ISDN as the
modem it-self select the proper file.

I would prefer one new directive wich contain an optional termination.
CMVCountry could be at this time '','FR','IT','SP' but can be extended
without compilation of the driver.
So the driver will be able to select CMVepFR.txt or CMVeiFR.txt,
CMVepIT.txt... or a basic CMVep.txt where the non-TR48 CMV will be.

In the windows driver installation (setup.ini), there is :
;Auto Config flag:
;0: AC disabled
;1: AC trial version enabled
;2: AC TR37 enabled
AutoConfig=0

TR37 is Network Management & Operations: DSL CPE Auto-Configuration
I don't how much it is reliable.

AVM modemmaker use a drdsl binary to set automaticly the proper settings in
an adsl.conf file.

But for ATM settings selection, it's look not to be automaticly set in most
cases.
