Win2k sp2, jdk1.4.0_01, idea #636. A removed entry in the cvs panel is resistant to key mappings.
I have alt-shift-c mapped to cvs-commit. Choosing a removed entry and pressing cvs-commit (alt-shift-c) does nothing. Selecting changed and removed entries and pressing cvs-commit (alt-shift-c) commits the changed entries, but does nothing with the removed entries. Selecting a removed entry and giving the commit command through the popup menu commit's the remove. This bug has been in idea here for a long time - always I think:) Also, only the Diff entry in the popup menu shows a key mapping (alt-shift-d in my case). Update, commit, add, remove, ... don't show their key mapping.
