If you go to Options/IDE Settings/File Types and click the Add... button after 
selecting 'Text file' types, Idea prompts you with a dialog to add the extension.  
Simply click OK without typing anything, and non-extension file types will be 
registered as text types, allowing you to view, edit and delete (just not create )-:
