I'm afraid not : the cursor follows the text when going down, or up.
[Alt-up], on the other hand, works as I suggest (cursor doesn't move),
except that the text jumps 1 screen at a time.

It would make sense to have [Ctrl-up/down] behave like [Alt-up/down], when
it comes to cursor immobility.
