You misunderstand me.  Leave the padlock for read-only.  Add a pencil for when the

The padlock is a familiar symbol used in a lot of programs to show that
something is locked, I don't think it should be changed.

How about Intellij makes the padlock flash every time you try an editting
command in a read-only file?  This would draw attention towards the padlock
and encourage it's use.
