It's on the community website at http://www.intellij.org
Then you browse the page and you should see a link for plugins developped
thanks to the Open API.
The plugin's called DocBrowser.
I haven't tested it yet, but as far as I know, you can have a toolwindow
with documentation files inside, API docs, etc...
