Consistency is a certainly a good thing.
I'm just wondering, though, whether the pencil would be better as it would be easier
to differentiate in a glance than trying to see if the padlock is open -- it is a
small icon.
Alternatively, a red closed padlock and a grey open padlock?

I think an unlocked padlock is a good idea (consistent with other
applications.) I agree it's odd having a clickable empty-square to make a
file read-only again.
What about making the icon flash when relevant (back to when a file is in
the read-only state)? Even though I know about the icon, I often stab at
the keyboard several times before realising a file is locked - if it flashed
it would immediately draw attention to what was wrong...?
