The Emacs ediff function shows the difference between two files, just like you can do in IDEA's local VCS history -- but instead of being line-based, it is character-based in the sense that it highlights those *parts* of a line that have actually been changed, as in <URL:http://www.ida.liu.se/~jonkv/ediff.png>.
To be more exact, it appears that it first does an ordinary line-by-line diff, and then it analyzes each "chunk" of changes without regard to line breaks in order to see what has changed.
