[Eap-features] Project file(ipr) encoding

Hi.

I think IntelliJ must support 2byte character.
first of all, I want to chage *.ipr file's encoding.
It seems not difficult just add a line into top of *.ipr file like below

    <?xml version="1.0" encoding="user's encoding here"?>
