This happened to me recently - 506? 507? - when I moved/renamed several 
packages and, I think, did a multilevel package move (did a full backup 
of cvs before:).

I haven't yet had the time to retry and see what went wrong - I 
remember that I did have to juggle with wincvs to get cvs to regain 
coherence.

I seem to remember that the main problem was the CVS directories being 
copied from the old to the new location - they should have not been 
copied/moved or should have been deleted after the copy/move.
