Mike, I have similar problems with unrecognized scripting variables defined by taglib which resides in WEB-INF/lib.
Could you please publish here a working example of Taglib/TEI/TLD/JSP source code you are using to test IDEA's support for TEI? We could verify if it works with our setup and find out what is so different in our code.
