Answering my own question (eventually)...in case someone else comes across this.
A job is launched by the server when I call my CGI program, which attempts to use the service program QHTTPSVR/QZSRAAU. I see from the log that '#auexcpt' produces the following error 'Attempt to use permanent system object QZSRAAU without authority' The strange thing is that the job runs under user QTMHHTTP, who has *USE rights to this object. *PUBLIC is *EXCLUDE. If I change *PUBLIC to *USE everything works.
